Abstract


The result of research showed that the increased parking retribution tariff had not had implication yet to the compliance of consumer’s parking right in Surakarta city. It could be seen from the following consumer rights: 1) the consumer rights to obtaining parking retribution payment receipt or parking ticket; 2) that to obtaining good service from the parking personnel; 3) that to obtaining security protection; 4) that to obtaining compensation for loss/damage experienced. The fact occurring in the field showed that the four consumer parking rights above had not been met maximally. Then, the factors affecting the compliance of consumer right in parking management in Surakarta City included: 1) the consumer’s low awareness; 2) the parking personnel who did not know their right and obligation; 3) the existence of wild parking personnel; 4) the responsibility of parking management; 5) the supervision of Parking Service Technical Executing Unit (UPTD) of Surakarta City; 6) the role of Consumer Conflict Protection Agency (BPSK) of Surakarta City.
